I can't find the documentation, but the basic law is that the engine you swap in must be from a vehicle that is the same year or newer as the vehicle that you are installing the engine. So if you car is a 2000, you can swap in any engine from any car that is a 2000+ model, but any engine from 1999 or earlier is off limits. It's a good idea to have legit paperwork to prove the origin of the engine as well.

Not legally. In order to perform a legal engine swap, the new engine has to be an option on the model and year your putting it into. Seeing as how the 4.7 is the 5.2's replacement, It is not a legal engine swap.
If the engine swap is for the same type of engine then it is just a matter of removal then install of the new engine. If swapping for a different type of engine then the motor mounts, transmission, and space requirements as well as wiring may all have to be modified.
