Yes that is true. Some people have access to human blood, it is usually clean, if you are drinking blood because of religious reasons, I would suggest animal blood first(not pork or chicken as they are most likely to carry disease. Deer is the best) To get your body use to it. And be very careful, I find I now rely on blood for most of my energy, I consume about a half-pint (sometimes animal, sometimes human) a day. I find its rather addicting. But I slowly weened my body as to not have any problem's.
