There can be both civil and criminal consequences. On the civil side, you may be sued for both compensatory and punitive damages for copyright infringement. On the criminal side more likely it will be a fine, but jail time is theoretically a possibility if the illegal downloading is serious enough.
It is essentially stealing because you are not paying for the artist's work. This can put artists and bands out of work because they won't have the money to carry on making music.
Artists deserve to get payed for their work this is their job and I think that this is something that more people need to be aware of.
