There are several key competencies for a webmaster. Some of these include the ability to teach others how to use tools for specific platforms, be able to provide support, and being able to maintain systems.
I've been working as a freelance webmaster for about a year now. I've found that you need a very hybrid set of web related skills to in order to adapt to many situations.

Javascript/Flash
PHP/ASP
Familiarity with one or two open source CMSes (Wordpress, Drupal, Joomla)
Working familiarity of databases (MySQL, Oracle)
Basic Linux/Unix
Ability to ghost write
Some knowledge of SEO
Familiarity with Accessibility best practices (Section 508 / WCAG 1.0)
At least a working knowledge of design and user interaction
No one person can be an expert in everything related to web, but it's your job to act as a point person. Since you will interact with clients directly, it's your responsibility to understand their needs and figure out how best to meet them.
This depends on where you're working, and what constraints you're under. For example - if you work at a place that uses PHP then you should know how to install an entire LAMP (linux apache mysql php) system, and get it running. You will also want to know how to register domains, ssh into your servers, ftp files up and down, etc.
Also, in many cases, you'll need to know how to program the language that your company uses. These include php, asp, ruby, perl, python, etc.
