In the things I have read, he wanted to create laws equals to everybody including the slaves and carve them into stone so everyone would remember then.

By I was read, he wanted laws for every one living in the place, wanted to be just for all including the slaves and carved in stone for everyone to remember them.

He wanted to create a world where everybody was fair and felt the same , he felt that if you were evil you didn´t need to be alive . he didn´t like the way the strong picked on the weak so he wanted it to be fair = equal .
