Well relating on my own bird experience, there could be many reasons why a bird is chirping so loudly. You don't have to literally take it out of the cage and bring it outside because then it would fly away, but if you just carry the cage out side with the bird in it then set it in the sun, your bird will most likely stop chirping! another reason why your bird may be chirping is because, its probably low on food or water! Two answers: first snow does not reflect sound well, it absorbs it so that much of what you would normally hear is muffled. Secondly, most animals seek shelter when it snows and therefore there are many less bird sounds immediately after a snow storm.
