Sounds like an infection. Try using about a litre of very warm water with a tablespoon of salt dissolved it it. Wash the birds eyes with a clean rag and some of the water to loosen up the crusty mucus and help him see. Do this daily if needed and use a clean rag each time so as not to re-infect.
Add Polytonin A or some other type of water soluble tonic with anti biotic combination to his water to treat the infection internally. Check with your feed supplier for poultry anti biotics, do not try to use human medication. It is ok to treat the whole flock with the medicated tonic as they may have it anyway. It is usually not too expensive and the treatment course is about 7 days.
