if you have never had a period in your life and you are above 16 then i suggest you see the doctor, its possible you may need some help to get them started with a small surgical proceedure or it is even possibly that you may not have a uterus or ovaries, women who do not have these never have periods and are unable to have children. this usually comes with symptoms such as kidney problems. depending on your age if you are under 1 then i would wait a year or so longer some people dont start until theyre 17 or 18.
if you are not having periods you are not ovulating (the time an egg is release from the ovary and also when you are able to conceive)
consult a doctor if you fear something is wrong or they have stopped abruptly. it is also possible you have started your menopause, it can happen at any age even as a teenager.
