Iam Not Sure What Causes It but Iam Pretty Sure Its A Normal Thing More Typical If That Areas Pierced But On ocassion It May Come Up Without One Due To Irritation In That Area, Because I Had One And My Boyfriend Had By Our Lip Piercings I Used Chapstick And Pealed Some Dry Skin Off Everyday And It Went Away. But You Could Also Have A Doctor Check It Out.
