A train is approaching you from a distance There is a passenger on the train Who hears the higher pitch?

you hear the higher pitch. The train is approaching you, and also emitting the sound waves, and then catching up to the sound waves it had already emitted. Thus decreasing the wavelength of the wave it emited. This causes an increase in frequency. And an increase in frequency means higher pitch.

How do you whistle without lips?

You do not even need your lips to whistle. They actually produce poorer quality pitches than if you don't use your lips. You use your tongue and arc it up/down to change the pitch of the whistle and push a tight hole of air through your teeth.
