My mom and I both have this problem and when she asked her dentist, he said it is an allergic reaction to SLS's which are anionic surfactants used in whitening toothpastes and among 90% of personal care products that foam. If your mouth is doing this is means you are allergic and you need to switch to a product that does not contain any form of Sodium Lauryl/eth Sulfates. Our dentist recommended sensodyne pronamel. There is a great website called Skin Deep www.cosmetics.org that breaks down every product you use on your body and tells you what's actually in them as toothpastes don't have to list all ingredients.
