There is no evidence that President Obama has made any changes in New York specifically. New York City has a mayor and the state has a governor. If there are changes in a state, it is generally the governor or the mayor who propose them, and the state legislature then either turns them into laws or refuses to do so. It is rare for a president to intervene in a state-- it has been done, but not very often. To cite one example, during the 1950s and 1960s on a few occasions related to integration, the president took a stand against a state governor-- but only because that state was disobeying a federal law that schools were required to end segregation, or that black citizens were supposed to be allowed to vote.
