Yes almost any colour would go with a black dress but I do think a bolder colour would be better than tan. Tan shoes work well with black dresses but you should add some bold accessories in turquoise, gold or orange to make your look a bit more interesting.
Almost any colour combination would work with royal blue. You can dress it up with black or neutral accessories and cardigan or blazer.. or dress it more casually with a distressed denim jacket.. or pair with another bright colour tights with flats, heels or booties. The sky is the limit.

I would wear a black dress but you could probably wear a nude coloured dress too.
