It is a country which has the power to make war yet chooses to remain neutral; taking no side in the conflict. Holland was a neutral power in World War 1. Belgium began the war as a neutral power but joined the Allies after its neutrality was violated by Germany.

Yes. Turkey was neutral in WW2 until several months before the war ended. They joined with the Allies. Turkey helped the Jewish people and let them live in their country until the end of the War.
In July 1943, Italy withdrew from the Axis and joined the Allies as co-belligerent.
