Washington and Jefferson both wrote on this thought and they meant that without a population of educated citizens that the democracy couldn't survive as a democracy. People need to understand how the government works, to know the difference between lies and truth in government, and critically think about how they vote and who they vote for. A good example of this was a week or so ago the House of Representatives passed a bill stating they could pass a law without the Senate or the President's approval. This was a waste of government time, but if a citizen didn't understand how a bill is passed in Congress they wouldn't know that this wasn't true. A lot of this going on in our government today. Educated people will know the difference and not be fooled. We really need to have people to be able to think and analyze what is being said by politician's, media, and others.
