Most commentators believe it symbolizes Alexander the great's Grecian kingdom and later divisions. These commentators believe in a past fulfillment. Others believe these are end time or current kingdoms. There is some agreement for the first two beasts, the lion and the bear, as Britain and Russia. There is little agreement on the leopard. I believe we need to look for a nation that raised up with four heads of government and developed world wide power, mobility and influence. I only know of one country that fits that, the US.
