Prometheus and Epimetheus were Titans that Zeus did not banish to Tartarus.
The Cyclopes, Hecatonchires, and Titans have all lived in Tartarus. The Cyclopes and Hecatonchires were banished there by Cronus. Cronus and other Titans were imprisoned there by Zeus.

The Titans, also known as the elder gods, ruled the earth before the Olympians overthrew them. The ruler of the Titans was Cronus who was de-throned by his son Zeus. Most of the Titans fought with Cronus against Zeus and were punished by being banished to Tartarus. During their rule the Titans were associated with the various planets.

Kronos and the Titans lost power during the Titanomachy, a war between the Titans and the Olympians led by Zeus. In this epic battle, Zeus and his siblings overthrew the Titans and banished them to Tartarus, a deep abyss in the underworld, thus establishing the reign of the Olympian gods.

He once had parents, they were Cronus and Rhea, who were Titans, children of Uranus and Gaia. After Zues and his brothers and sisters defeated the titans, he banished them all to tartarus, a place in the underworld even lower than Hades (God of the Underworld).
