In the top-left corner of Dewford Island, you will see the entrance to Granite Cave. Go through the Cave (you may need flash, just talk to the hiker at the entrance to the cave), and talk to Steven, giving him the letter that's in your bag. He will thank you with a TM, steel wing. Then leave the cave and talk to Mr. Briney who took you to the island, and ask him to take you to slateport city. Go past the beach to the huge metal-looking building on the right side, near some houses, and talk to the man in front of the table, staring at a blueprint. Then, you go to the museum (Team Aqua will be there, waiting in line). Pay the entrance fee of $50, and go to the top floor. Talk to the brown-haired man. You will battle 2 grunts (they are very weak, but you will not have time to prepare in between). Then give the brown-haired man the parts he needs (also in your bag). Leave the building, and go up, past the yellow house with the purple door, and into the grass at the left. You will see your rival, and they will battle you. After winning they will give you the itemfinder. If your pokemon are weak, go to the pokemon center because there are several trainers further down the route. Go all the way along the route until you get to mauville city. Wally will be in front of the gym, he will ask to battle you with only a ralts, and not a very strong one. You will be able to get into the 3rd gym after winning. Hope this helped!
