Buy a windbag with the drachma you got when you cleaned the graffiti and use the windbag to fly to the top. If you don't make it, then ask the man to give you a refill. Once you get to the top light all the lights and then fight Zeus. Gather clouds because that is your health. Hint: When Zeus start to glow, you can't hit him and make damage so use that time to gather clouds. If you win then you will get the items back and Athena will give you the medal.
