Start with either boots of speed and a healing item or a combination of circlets, slippers of agility, and a healing item. Depending on how well you last hit and how good of a laner you are, you'll want to choose starting with boots if you're good and stats for survivability if you're not so good.

Early game: Boots of Speed, Vanguard, two wraith bands

It's relatively easy to farm up a vanguard in the lane as Razor due to his lightning fast attack animation (pardon the pun). The trick is knowing that Razor's attack is a little delayed - the damage is dealt a fraction of a second after the attack strikes a target. Other than that, by leveling up Plasma Field and Unstable Current, you should have an easy time in your lane unless you're up against tough laners. Note that whichever group of starting items you choose at the beginning will still end up as boots of speed, vanguard, and two wraith bands.

Mid game: Boots of Travel, Vanguard, Yasha, Perseverance, two Wraith Bands

By now you should be quite powerful with your ultimate and nuke. Due to Boots of Travel and Unstable Current, chasing enemy heroes is an easy enough task. Just make sure that you take each kill instead of letting your team get those. It's a little selfish, but its not like your teammates would think of letting you have a kill either. Yasha gives even more movement speed, attack speed, and some damage. Perseverance helps give regeneration and some damage. It'll be upgraded into a Linken's Sphere later on.

Late game: Boots of Travel, Vanguard, Linken's Sphere, Manta Style, Butterfly, Monkey King Bar

Vanguard and Linken's Sphere are the core of your defensive capabilities. Razor's strength totals are rather low, and these items provide a large boost in HP (you'll get some from Manta Style as well), 12 HP regeneration per second, bonus mana regeneration, and the abilities to block some incoming damage and spells. Boots of Travel and Manta Style are for chasing as combined with Unstable Current, you should have above 450 movement speed - close to the maximum. Finally, Butterfly and Monkey King Bar give you all the damage and attack speed you could ever need.
