To tell a lie. To say someone has done something they have not. Swearing you know something when you know it is untrue. Additionally, bearing false witness means to receive a lie as if were the truth. If you were not there to witness, and swear it to be true you in turn are a false witness.
Do not lie for or against anyone. For everyone is your neighbor.
This commandment was very specifically tied to Jewish law. In their society, it took only two witnesses to convict a person of a crime. Remember that Jesus was the victim of false witnesses at his trial. Many of these crimes carried serious sentences including death, so it was critical that Jewish people only testified honestly when asked questions by a judge.
The Bible condemns lying in all its forms, but this commandment addresses the act of lying against someone in court specifically.
