It's something someone might say if they have strong feelings for someone, but have noticed a weakening/decline in those feelings recently. This person may fear that the love they have for their other half is slowly vanishing.

This has been said to (and by) a few friends of mine: either some action was taken to relight the spark in their relationship, or this was a sign that a breakup was round the corner.

It's important to remember that this can be something that's said if someone wants to breakup with their other half for reasons other than feelings, for example: having stronger feelings for someone else. Equally someone could say this to let their partner know they've noticed a chance in them that they do not approve of, another way of saying it could be "I love you, but I don't like who you are now and I miss who you were when I met you!".

I'm sure if you asked whoever said it, they'd give you a more specific elaboration on why they feel this way.
