It is not illegal to travel from New York to Miami by ship, as long as that ship is an American flagged vessel. The Passenger Services Act says that a foreign flagged vessel cannot provide transportation between two U.S. ports without visiting at least one foreign port in between. The only large cruise ship that is American flagged is the NCL Pride of America. It cruises around the Hawaiian islands without having to make a stop at a nearby foreign island. Other cruise lines often visit Fanning Island, or Ensenada depending on whether the cruise originates in the Pacific or from the U.S. west coast.
