It's typically to let the reader know what that paragraph is going to be about. However, I know I sometimes would prefer to organize a paragraph a different way. For example, I might let several apparently unrelated details precede the topic sentence, and then use the topic sentence to tie it all together. Unfortunately, most teachers throughout your school years will not think this is an okay thing to do. I have gotten several papers back throughout the years that said something about my lacking organization. Most of the time, it is the author's choice, although in school, you should do it the way the teacher wants it done. If the details are appropriate we can learn the point, but we should not have to read the paragraph to know the point. We should know the point after we read the topic sentence.
How & why: Well for a reader, it aids him or her to know what the paper will be about from just the first couple sentences. The topic sentence states the main idea and will sometimes decide on whether the reader will continue reading or reject the paper. As for the writer, it helps him or her to set a goal and also a marker so they can look back and think, "Am I straying off topic?"
The topic sentence tells you the main idea of the paragraph. You need to know the main idea in order to develop your paragraph with facts to support that idea.
