What this means (likely from a Radiology report) is that the Cervical facet (the "tabs" of the vertebrae) at the C3/4 vertebrae/disk is degenerating, and at some point could cause a disk problem down the road. If you're not having any disk problems now, or pain in your left shoulder, arm or hand, then you're probably okay. It only really becomes a problem when it degenerates to the point where it can lead to herniation or other problems causing inflammation and pain. You'll know if it happens - the pain in your arm and shoulder will be unmistakable.
