They will also appear on the shaft itself as small, raised flesh-colored bumps that do not cause pain or discomfort. These are especially prevalent on the underside near hair growth, and will in fact look like hair follicles.

Yes, I believe what you're talking about are pearly penile papules. These small, harmless bumps form on the corona (the purple ring around the penis, see attached image) of the penis. Though these bumps are sometimes confused for HPV by inexperienced doctors, they're quite normal, occurring in 1/3 of all males.
