The cell membrane will only allow certain molecules access.

For example, glucose molecules are too large to pass through the cell membrane without undergoing endocytosis, but water molecules can easily pass through the cell membrane.

This means that the cell membrane will allow certain molecules, but not others, through the cell. Small molecules can fit through the phospholipid bilayer passively (without requiring energy) and do not require any help to pass through the membrane. Other molecules (specifically large or polar ones) are not immediately permitted through the membrane and require active transport (using energy)

The lipid bi-layer of plasma membrane doesn't allow the passage of all the ions and chemicals across the membrane. only selective compounds and ions are transported through transporter or channel proteins on the membrane.

The term means that a cell membrane will only allow some things to go through it and will not allow others. It is somewhat like trying to get into a movie, if you have a ticket the ticket taker will let you go into the theater but not if you don't. The ticket taker is the cell membrane.
