He doesn't feel he can commit to you at this stage of your life and I have no doubt you have given him signs you want to at least steady date or perhaps even get married in the future. He's honest (good quality in a guy) and he doesn't want to hurt you by using you in any way. Talk things out with him and ask him if he'd be happier if he moved on and you did the same. If he stumbles over this question and doesn't want to completely break off then he's immature or using you. If you can't get almost 100% commitment from him it's simply time to move on with your own life.
