They stop only the germs that are sensitive to penicillin. When someone has an infection, doctors often take a swab to send to the laboratory. The laboratory will grow the germs and then expose them to different antibiotics to see which antibiotic will kill the germs. They then report to the doctor on what the germ was and what antibiotics will help the most.

Some germs that used to be sensitive to penicillin have changed and become penicillin resistant.

It often happens that a doctor will take an educated guess and prescribe an antibiotic without sending a swab to the laboratory. This is in order to save time because laboratory tests take a few days, during which time the infection may become worse.

Today, with all the multi drug resistant superbugs, it is impossible to know, without doing tests, what germ will respond to penicillin or indeed any other antibiotic.
