If bye rune ore you mean rune essence you can teleport to an ice mountains place with rune essence ore to mine but it requires finishing the quest "rune mysteries" before you can teleport there, once you beat it you can teleport to there by clicking the teleport option when you click on the owner of a magic/rune shop.
