In The Hunger Games trilogy, I believe that the mockingjay symbolizes hope. It is the symbol for Katniss' rebellion, a chance for all of the Districts to be free of the Capitol. The mockingjay itself is a creature that had evaded the Capitol's plans and had been a sort of 'slap in the face'. The rebellion is hoping to destroy the Capitol, making the curious mockingjay their symbol of hope and freedom.
The mayor's daughter gave it to Katniss before she went in as a good luck charm, so it symbolizes good luck. She said with it, she would live. It also symbolizes rebellion.
Hope this helps, give me trust point? Thanks :)
The mockingjay first of all is a creature that was a product of a Jabberjay, a species that was supposed to die off when sent to the wild by the Capitol. The mockingjay is a symbol for what the capitol cant control, making it also a symbol for rebellion. If you think about it, Katniss was also a "creature" that wasn't supposed to exist, a rebel. The capitol can't control her either making the mockingjay Katniss.
During the dark days jabberjays were used to record conversations from the rebels but when they figured it out of course they said total lies. So the Capital discarded of them in the woods to die out, but they outsmarted the capital by reproducing with the mockingbird's creating The mockingjay! so they were never meant to live making them sort of like rebels. So the mockingjay represents Rebellion (also because katniss wore it in the games and she threatened that both of them would commit suicide so she rebelled).
The mockingjay becomes a symbol of rebellion and hope among the districts. Before the Games, a friend of Katniss's from school, Madge Undersee, gave her a gold mockingjay pin as a token from home. After the Games, the symbolism of the mockingjay became stronger then before because of the actions taken by the winning tribute, or tributes. The Capitol always considered the mockingjay to be a sign of rebellion because they not only failed to kill off their own creation, the jabberjays, but the creation turned into something that was even better than before. In Catching Fire, the rebelling districts use the mockingjay symbol as a sign or way of communication to the other. Rebelling people will bake the bird symbol into breads, crackers, and other things that could easily be eaten or hidden quickly. The mockingjay becomes sign a of resistance, a sign of uprising, and a sign hope.
For the Capitol, it symbolized a very exciting Hunger Games, but for the rebels against the capital, it symbolized rebellion
The mockingjay represents the sign of rebellion.
It represents how the capital failed at destroyed them and they will come back, stronger.
The foolish belief that some random icon will inspire the spineless masses to rise up and throw off their oppressors.

Rebellion from the capitol
I think because in the series, the mockingjay is known as a sign of rebellion towards the Capitol, and the last book, which is Mockingjay, at the ending, there is a stop to the Capitol ruling. I think the last book is called Mockingjay because it shows the importance of the symbol in the book.
