OBD stands for on board diagnostics. Its linked directly to your cars computer in order to tell you if the car is ready to pass or emissions or what's wrong with it if it isn't ready. It can also be used to trouble-shoot problems with the car. However you do need the computer necssary to plug into the OBD connector to receive information.
The OBD2 connector is located underneath the ash tray.
