Not usually. It depends on how many days in a month. For advertisements when they say "month" it usually means 30 days. In most other cases it will also mean 30 days.
Bi-monthly has an ambiguity to it, it can mean 'twice a month' or 'every two months'. Where as semi-monthly means only 'twice a month'.
