The phrase "sea to shining sea" means the Atlantic and Pacific oceans. Manifest Destiny was the idea, back in the early 1800's, that the United States should own and settle land all the way to the west pacific coast. The United States had already settled the Atlantic coast at that time.
Manifest Destiny was the thought that the United States was supposed to own all or the land from Atlantic to pacific. It was believed to be the United States' destiny.
