The upside-down cross is traditionally called 'the cross of St. Peter". It used to be a Christian sign but it has developed into a sign meaning 'there is no God'. People dabbling in the occult also like to use the sign as a symbol of the Dark Forces, whoever they may be. Unless you are very superstitious, just paint it over and forget about it.

I have moved into an apartment recently painted and I am pregnant and need to know if it is safe to burn off paint that has gotten on electric stove elements?
You should be able to remove the element and scrub with an abrasive pad and get most of the paint off. It would certainly be safer then burning it off, but there is probably little danger in burning off a little bit of paint.
