There are qualifications as with any other profession. First of all, you need to know how to play an instrument or sing. Knowing what notes you're singing or chords you are playing is also helpful so that you are able to write it down or communicate with other musicians.
You need to have a strong understanding or natural ability to know which chord progressions work best. Also, a lot of pro songwriters took some training whether it was a college program or private lessons while others are self-taught. There are a lot of helpful books on songwriting that can be found in the music section of any major bookstore. In the end, it's not purely formulaic. It does take a certain instinct and as the first contributor commented, you got it or you don't.
The proof is in the pudding. You need a batch of great songs. So, whatever education or experience that will enable you to write a batch of great songs is what you need. Generally speaking, you will need to pump that pump untill the rusty water finally runs clear. That means that most likely you'll have to write stacks of bad songs until you hit that artery from which the better songs flow. There are uncountable books on the subject, some great (Tunesmith by Jimmy Webb) and some awful (I'll get carpal tunnel listing examples).
Workshop style classes are great. Even the inexpecsive ones will give you deadlines (it does make a difference) and a consciencious group who will actually listen. (Don't make the mistake of thinking that most folks are not qualified to judge your work. Any one with a credit card who might want to buy your song is qualified to judge your work.)
It is not necessary to spend a fortune, unless it's a fortune paid in sweat.
Successful songwriters will often be proficient on an instrument, have a strong understanding of Music Theory and be able to read and notate music. Anyone who writes music should know a little bit of music theory, like basic rhythm, notes on a staff, and how to know what key a song is in. It is also good to be able to transcribe what you hear (or play) onto paper. Of course, you can try to write music without these skills, but it may be difficult for others to play if they don't learn it by ear.
Technically no formal training is needed to write a song but it definitely helps to have a musical background--i.e. know music theory!!
