So A 7.62mm round as used in the M16 is a .30 caliber round and A 12.7mm is a .50 caliber round such as is used in the M2HB machine gun as is being used in Iraq/Afghanistan today by US armed forces..

The answer is sort of no. The state of NJ does have laws allowing the issue of gun permits, but according to everyone I know there, it's basically impossible to get one unless you are a politician or otherwise extremely well connected.
