The water meter is shut off? The main water line is shut off? The valve for that faucet is turned off? The waterline is made of galvanized piping and has corroded shut? Aerator is clogged, remove and clean or replace.
Not normally - without the water flowing from the meter, water cannot be consumed within the home, so the level inside the water heater will remain as it was before the water meter was turned off. It is common sense to remove power or shut off the gas to the water heater when another utility is shut down.
Showers and tubs do not usually have shut off valves on the supply lines. To shut the water off you will have to shut off the main water line. There should be one on the cold water line to the water heater. This may shut both the hot and cold off or just the hot. I'm not being stupid, you just change it. How ever it is installed, threaded on, sweated or compression fitting, remove and replace. I'm assuming water. There is another shut off valve further down the line. If it is the main shut off in the house, there is one at the meter. Shut the water off, drain the pipes and change it.
There will be no washing up, dirty plates and the germs will gather..
