Washington and Lincoln
Generally, it honors Washington and Lincoln's birthdays. Nationally, "Presidents' Day" is an unofficial holiday commonly honoring Presidents Washington and Lincoln. There actually is no official federal holiday by this name. At the state level, some states do have an official holiday by this name, but depending on the state it may honor Washington and Lincoln, or it may honor all past presidents.

State Laws vary, but either to honor Washington's and Lincoln's birthdays or the honor all past presidents, depending on what state you are in.
They do, but just not on their exact birthdays. The US celebrates all presidents on presidents' day, so they don't have to a holiday for all of the presidents' birthday. But you can still celebrate Lincoln's birthday and Washington's birthday if you want, it is just not a national holiday.
The holiday was originally celebrated as a working man's holiday, to give them a day of rest. We honor workers' contributions to society.

A president did not declare this holiday. Christmas is a religious celebration that Christians celebrate to honor the birth of Jesus Christ. But, President Ulysses S. Grant recognized Christmas as a national holiday in 1870
There used to be two holidays; Abraham Lincoln's birthday on February 12, and George Washington's birthday on February 22. The Uniform Monday Holiday law of 1968 omitted Lincoln's birthday and set the date of the Washington's Birthday holiday as the 3rd Monday of February. Many states formally recognize "Presidents' Day" to honor both Washington and Lincoln.
