She's stressed and is trying to move them elsewhere. If the cage isn't in a dark quiet place and away from household noises as it probably should be when a female gives birth, then odds are she's going to abandon or cannabilise her offspring.
I think its trying to keep them warm im not sure if you are reakky worried then go to your local vet and and ask but im pretty sure that she not trying to eat them.
