No. A computer needs at least 512mb of ram to operate, and 2gb of ram to operate efficiently.

RAM is a necessity in order to do anything on your computer.

If you try to boot your computer without the RAM, your computer will generate a blue-screen and be stuck in a boot-loop, restarting it self and generating the same blue screen over, and over, and over, and over, and over until you force it to power off.

It depends on motherboard. Some motherboards will allow you start computer and even allow access to BIOS. Most motherboards though will sound special audio signal to warn you you that RAM is not working properly.
