There is a live traffic layer available in both Google Earth and Google Maps. In Google Earth click on the layer 'Traffic' under More in Layers.
Note the traffic data isn't available for all cities and countries.
Google Maps from the web browser and Google Earth from the desktop can view Street View. you can also view traffic.

I think that Google traffic is a great service to use if you are looking to see what the traffic and highways look like in your general area or wherever you are traveling to! Nobody wants to get stuck for 3 hours behind a wreck when you could avoid it by looking at Google Traffic!
