A dictionary is very useful to everybody who uses language, especially to students, teachers, researchers. Its useful importance is to give definition/meaning to words in order to clarify and make a person understand the word he/she searches for in the proper context.

A dictionary is a book that has a list of words that are used in the English Language. You can get College Dictionaries which are very heavy and have billions of words. Or you can get Children's Dictionaries which brightly illistrated pictures. You can get Dictionaries with the most common words in SAT tests, or you can get a dictionary that translates from one language to the next. You should get a dictionary that is age appropriate for you. Not a lot of words you'll never use, and not to many words that you already know. Here is an example of a Dictionary entry: I'm going to use the word saunter. So I look it up in the Dictionary. Here's what you'll see: 1. The word. It might look something like this: saun-ter. The line means that it has different syllables. 2. How to pronouce it. This is were the word has upside-down 'e's and triangles above letters. They are tryinig to show you how to pronounce it. 3. What part of Speech it is: verb. 4. The definition: to stroll, to walk slowly, to meander. They are trying to put it into similar or simpler words. You may be referring to the Oxford English Dictionary, often abbreviated as the OED. It is an amazing resource, which gives the history of nearly every word in the English language, including the first time it was used, how its meaning has changed over the years, etc.

You may also be referring to English as a Second Language publications from Oxford University Press (OUP). This company is well-known for reference books that help people to learn English; among its publications are picture dictionaries, dictionaries with simplified explanations, and upper-level dictionaries for those who have mastered the language and want to learn even more new words.
