To make a 30 on the ACT , you must go through a very simple process. However, if you choose to not take it seriously then chances of succeeding with a 30 or above are going to be low.

You MUST PRACTICE every single day until your test. Go through ACT prep books, read all the grammar rules and math formulas. You must familiarize yourself with reading graphs and understanding them at a quick pace for the science section. For the reading section, DO NOT READ THE WHOLE PASSAGE. Look at the questions first and then search for the answer in the passage. You can read the first and last paragraph of the passage to get a general idea of what it's about. If you familiarize yourself with all the math and grammar rules then you can have a high chance of getting almost every question correct.

It's not magic, just practice. If you are one of those people who never studies and makes fascinating scores on everything, then you should not worry at all; if you do study, then you could even have the possibility of making above a 30. It all depends on who you are, how you study, and comprehend things.

It's equivalent to between a 1320-1350 on the SAT, or a 1980 on the new SAT.

Well it depends on your ACT and SAT scores too. With a 2.00 GPA you need a 30 on the ACT or a 1300 on you SAT. But if you have a 2.4 GPA you only need a 22 on the ACT and a 980 on the SAT.
