The Cherish Ball is a special Poké Ball that isn't available in the Pokémon games. The Cherish Ball is reserved for special events. During instances of Nintendo special a special character distribution such as Zekrom, Reshiram, Mew, Jirachi and Darkrai, they can program the distribution to have those special distribution Pokémon to be caught in a Cherish Ball which will block its upload on the GTS.

A Cherish Ball does not do anything special it is just a special Poke Ball that Nintendo have opted to use for special event Pokemon however if the Cherish Ball was capable of being found in-game then it would work in the same fashion that a regular Poke Ball and a Premier Ball does.

Any event Pokemon like Darkrai and Arceus will be in a cherish ball. Otherwise, you have to hack for it. Yeah and also cherish balls have the same catch rate as a poke ball. Basically you have to hack. event Pokemon are in cherish balls, but don't hlold them. btw, theyr'e kinda pointless. at least they look cool though. they have an awesome opening burst.
The cherish ball is what event exclusive Pokemon arrive in, so you cannot get it with regular gameplay.
