TL;DR : If you want to be up close and personal, tanking damage and dishing it out, then pick the Barbarian. If you want to be fighting from afar or making unique defenses to bolster current ones, then pick EV.
For the sake of the argument, with the correct gear, one can outrank the other. With this in mind, I will avoid talking purely about items and stats.
The barbarian is a pure DPS hero, while the EV has the choice to play DPS or Tower. Her tower buff beam can make other towers insanely efficient. In this way, the barbarian is useless in affecting towers, so the EV has more potential here.
Both can hold two weapons, but EV requires a small amount of accuracy with hers. The barbarian can hold down M1 and M2 and just walk around to hit many people with his wide swings, while the EV can get weapons with splash damage and range. I'll call it a tie to personal preference.
Without a builder, the barbarian will always lose on higher difficulties since he cannot be everywhere at once... but if you can find someone who is a good builder, then the barbarian really shines.
If you like adding a little extra meat to the defenses while being able to fight from a distance, then EV is the way to go. Dumping all skill points into towers makes for extremely useful defenses... but you do require another builder to really shine with the Tower Buff Beam. Dumping them all into hero stats makes for a strong DPS champion.
Up against an ogre, the barbarian has many different things he can do to fight it... But he does have to be in harm's way to do damage. The EV is ranged, so as long as she's at a distance, she'll never take damage. As long as the barbarian knows what he's doing, he can leech all of his health back from the Ogre and come back on top.
So, in the end, its personal preference. The Barbarian is more active on the battlefield with more stances and more to think about, but he cannot do anything with towers. He'll just have to run around them. The EV has more choices on what to do, but if the player spreads her skill points too thin, then she won't be useful at higher levels. Having her as a DPS almost wastes her potential, because the only difference I know between her and the huntress is that she can hold two weapons, so she can get a little better stats.
