Clarity is a measure of how well the communication is understood.

If the meaning and purpose of an oral communication are clearly understood by the audience, then the clarity is good. But if the audience has no idea what was said or why, then the clarity is bad.

The degree of clarity can be affected by a wide range of factors. If the speaker is talking in a language foreign to the audience, the clarity will be bad. They will not understand a word the speaker said for example.

Or if the speaker is attempting to talk over loud background noise (e.g., jet engine noise in a commercial airplane) the audience (e.g., the flight attendant) might not understand that you want a Bloody Mary for your drink. That won't be clear to her...clarity would be bad.

Last, but not least, if the oral communication is logically jumbled and poorly organized, the audience might be confused and not be able to understand what the speaker is trying to say. It won't be clear. So the clarity is bad.
