I am a First Year Criminal Justice student and I was looking for the answer as well.

From my understanding a Tribunal is a Justice Court or committee that has power to judge.

Impartial means fair.

So, if you are studying the charter of rights & freedom then it means that one has the right to a FAIR, unbiased, Justice Court.
