As far as I understand it maintained lighting stays on all of the time INCLUDING during power failure (the latter for as long as the back up battery stays charged). Non maintained stays off until the power fails and only then does the light come on, again for the life of the back up battery. If you need a luminaire / light that can be used as an ordinary domestic unit AND an emergency light then these, I believe, are called "combo" units and are generally pretty expensive.
emergency fittings can by their very nature have a permanent l+n supply, normally via a key switch for testing. ie, to turn the supply off to the battery charger, which in turn drops a relay and brings on the light , powered by the battery for 3 hours . this fitting could be maintained or none maintained, that is on all the time or off . in addition to the permanent supply , depending on the fitting installed, you can have a switched supply, off the same mcb, which will turn the lamp on or off via a normal light switch , this fitting is called a switched maintained emergency. hope this helps. doug
