If ice is melting, then it would be over the temperature 0 degrees Celsius. That is the simple answer. In fact, a physicist named Maxwell Boltzmann discovered that not all of the particles in a substance have the same energy. He came up with the Boltzmann distribution curve which displays the energy spread of the particles in a substance. This shows that some particles in frozen water at 0 degrees C had enough energy to become a liquid, whilst some had less energy and were therefore colder. In short, temperature is the average energy of the substance and therefore ice will melt according to it's malting point and it's average energy, 0 degrees C.
